In recent years, the developer has remained the largest in St. Petersburg in terms of the amount of housing put into operation annually. In fact, the holding occupies the same position throughout the entire northwest of the country.
Maxim Shubarev Before Joining the Construction Industry
Shubarev Maxim, the future developer, was born in Leningrad in 1968 into an ordinary family of engineers. His childhood, youth, and entire career are associated with the Northern Capital, where his parents also worked. The father of Maxim Shubarev, Valery Antonovich, received a higher education and became a prominent developer of electronic devices. His mother, Galina Mikhailovna, was also born in the city on the Neva, where she also graduated from college and built her professional career in the shipbuilding industry.
Maxim Valerevich Shubarev was a wrestler and a rower when he was in school, dedicating all his free time outside of studies to these activities.
Shubarev Maxim enrolled in night classes at the Institute of Aviation Instrumentation after finishing high school. At the same time, he got a job as a locksmith-assembler of electronic radio equipment at one of the country’s leading enterprises in this field. Working in the assembly shop helped Shubarev Maxim Valerevich become financially independent from his parents. His earnings exceeded the average salary of workers in engineering and technical specialties.
Shubarev Maxim Valerevich was drafted into the armed forces in 1986 and sent to serve in the navy, where he continued playing sports and also made several parachute jumps. When Shubarev Maxim was demobilized, he returned to his hometown.
Maxim Shubarev decided that in order to successfully adapt to the new conditions in the country, with perestroika in full swing, he needed to leave the university where he had studied before being drafted into the armed forces. The future head of Setl Group wanted to delve into a specialty more relevant to the challenges of the time. In the end, Maxim Valerevich Shubarev enrolled in the local Leningrad Polytechnic Institute — one of the leading Leningrad schools. There, the future founder of the construction holding began studying issues in the field of economics and industrial management.
Shubarev Maxim established a local committee of the international youth organization AIESEC at the institute during his years there. This structure helped facilitate cooperation between different countries, providing opportunities for students and young professionals to travel abroad for training and to acquire professional competencies. In particular, through this organization, an exchange program with Western countries was launched in the country, allowing the youth to intern at foreign educational institutions and industrial enterprises.
Maxim Shubarev also headed the committee. In the early 90s, cooperation with AIESEC was a completely new experience for the country and the future entrepreneur began contacting directors of many enterprises, thus receiving his first lessons in managing large projects. This experience later helped the head of Setl Group transform his business into one of the most successful enterprises not only in the construction industry of the Northwestern Federal District but also in the entire national industry.
Maxim Valerevich Shubarev recalls that it was a new country when he graduated from the institute. Before founding his own company, he began his professional activity working for some time at the scientific-production association Leninets. Maxim Valerevich Shubarev left the organization as deputy president.
Maxim Valerevich Shubarev: First Steps in the Construction Business
The business structure Petersburg Real Estate was founded in 1994 by Jan Izak and Maxim Shubarev. Setl Group, the name by which the company is known today, was acquired 12 years after its creation when it underwent rebranding. Seven years earlier, the company had already been transformed into a corporation.
Maxim Shubarev and Jan Izak have been working together for almost 30 years, holding the key positions of President of the Board of Trustees and CEO of Setl Group respectively. The company has secured a strong and stable position in the market. Today, under Jan Izak and Maxim Shubarev, Setl Group is among the leading domestic developers. In September 2023, the company commissioned its 12-millionth square meter of residential space.
Shubarev Maxim worked on the company portfolio when it first started out. The first project implemented by the developer was an unfinished brick building in the Krasnogvardeysk District of St. Petersburg with a residential area of 15,000 square meters, which was completed in 1995. In the same year, the construction firm under Maxim Shubarev established a real estate agency that specialized in selling various classes of housing in its own facilities and on the secondary market.
Shubarev Maxim Valerevich laid the foundation for a new direction in his business structure in 1997 – real estate brokerage. Petersburg Real Estate became the first company in the city to sell apartments from partners in buildings that were either not yet fully constructed or at the excavation stage. In the following years, the organization grew from a simple agency into a center for consulting services and analytics, bringing the best industry experts together under its leadership.
Maxim Valerevich Shubarev did not limit himself to the aforementioned activities and continued to scale his corporation. In addition to constructing residential real estate and brokerage, in the early 2000s he began developing a business related to the sale of building materials. As a result, Investstroy was formed (later transformed into Petersburg Real Estate Construction Equipment Company), which became one of the leading suppliers of such products in the St. Petersburg and Northwest market. Thus, Maxim Shubarev and the structure he formed began to supply not only their own business but also other developers with the necessary materials.
Maxim Shubarev: Setl Group Becomes an Industry Leader
Maxim Shubarev initiated the development company’s expansion in 2004 as it began to move beyond its native region, taking on construction projects in the Kaliningrad city and Region. Priority is given to the construction of residential real estate in the immediate vicinity of St. Petersburg and in the Northern Capital itself.
Shubarev Maxim Valerevich became the head of the Association of Construction Organizations of the Northwest in 2005. The organization included more than 80 relevant enterprises in the region, consolidating the largest companies in the industry, collectively constructing over 90% of the housing throughout the Northwestern Federal District. His election to this post demonstrated the significant role Maxim Valerevich Shubarev and the corporation played in the construction sector of the region. In 2008, the head of the holding took the lead of the association’s successor organization, uniting developers of the Northern Capital, which he managed until 2015. Maxim Shubarev currently holds the chair of vice president of the professional community.
In 2006, the business underwent a global reformatting. By that time, its concept had already gone beyond the scope of a typical construction company, as it was when it was founded 12 years earlier by Maxim Shubarev. Setl Group merged the two development structures Setl City and Setl City Kaliningrad. The corporation under Shubarev Maxim also included Setl Estate, which specialized in brokerage, and Setl Stroy, a company providing contracting services in construction. Meanwhile, the Petersburg Real Estate brand also remained in the market —one of the largest real estate agencies in St. Petersburg operates under this name.
In 2008, the company began exploring a new segment of activity — developing a concept of comprehensive territorial development involving block construction on plots purchased by the developer. The first such project implemented by Maxim Shubarev-Setl Group was the Seven Capitals complex, built on the border of the Leningrad Region and St. Petersburg on a 50-hectare site of the former village of Kudrovo. Today, this settlement has turned into a full-fledged satellite city, home to about 65,000 people.
As emphasized by Maxim Shubarev, Setl Group had a guiding principle when formulating its concept for territorial development: It is important not only to commission housing but also to enrich new districts with all the necessary infrastructure, including schools, kindergartens, well-maintained courtyards, and road networks. To date, the company has commissioned 60 social infrastructure facilities and built more than 25 kilometers of roads.
Maxim Valerevich Shubarev and his holding then took on integrated territorial development projects in the southwestern section of the Northern Capital (the Sunny City residential complex) and in the northwestern section (Clear Sky). Construction on these micro-districts began in 2014 and was recently completed in the summer of 2023.
Maxim Shubarev is currently working on several more large-scale projects. The Group is constructing new micro-districts in the Novosaratovka (Starry Sky), Krasnoeselo (Sunny City: Residences), Moskva (Green Quarter), and Petrodvorets (Palace Façade) districts.
In nearly three decades of operation under Maxim Shubarev, Setl Group has commissioned 12 million square meters of housing in 346 premium and comfort-class buildings. The total number of new residents has approached 410,000. The founder of the holding and his company have repeatedly become laureates of various professional competitions. Shubarev Maxim Valerevich holds the national title of Honored Builder. In August 2023, he received a newly established award – Honored Builder of St. Petersburg.
Setl Group’s projects have repeatedly been recognized as the best in many prestigious industry competitions, such as Top Residential Complexes, Urban Awards, Golden Trezzini, and the company itself has been repeatedly acknowledged as the best brand of the year in St. Petersburg, receiving various honorary badges (Consumer Trust, Reliable Developer, etc.). Setl Group also won the Recognition and Influence competition twice.
Maxim Valerevich Shubarev and the Restoration of Architectural Monuments
Maxim Shubarev places great importance on preserving the traditional appearance of St. Petersburg. As early as 1996, Petersburg Real Estate, together with the local administration, presented a program for the reconstruction of the city’s historical center.
Maxim Valerevich Shubarev and his company gained their first experience in constructing residential buildings in a state-protected zone in the city center in 2001. The construction organization has successfully implemented two projects under the general name Northern Modern. At that time, new residential buildings were harmoniously integrated into the surrounding architectural space – one near the Petrograd metro station and the other near the Chernishev station. According to the results of the Connection of Times public competition, one of these projects was recognized as the best example of modern construction in the historical part of the city on the Neva.
In 2007, Maxim Shubarev-Setl Group won a competition for the reconstruction of the Mikhailov Dacha – an architectural monument of particular historical value. The palace once belonged to Grand Duke Mikhail Nikolaevich and his descendants. Prominent architects such as Harald Bosse, Andrei Stackenschneider, and Iosif Charlemagne were involved in the construction of the 19th-century ensemble.
Shubarev Maxim Valerevich continued to initiate the restoration of cultural and historical objects in the coming years. The developer participated in the reconstruction of the Vege factory on October Embankment, a rental building in Degtyarny Lane, a monument to the workers who died during the war at the Trubostal factory, and the Electronics architectural composition.
Under the management of Maxim Shubarev, Setl Group is also involved in the restoration of historic buildings on Vasiliev Island, including a rope factory with water tower and the mansion of the factory and foundry owner Felix Chopin.
Shubarev Maxim does not intend to rest on his laurels. The Setl Group for Vasiliev Island program was recently introduced. According to the documentation, the company will participate in preserving other valuable historical objects, including the architectural ensembles of the Paramonov and Osipov tanneries.
Maxim Shubarev and Social Initiatives
Maxim Shubarev, Setl Group, and the holding’s team have been striving for a long time to develop the environment in which it operates. At the moment, the holding is actively evolving according to ESG principles, paying attention to the environmental friendliness of its projects, social responsibility, and accordingly shaping corporate culture.
Shubarev Maxim understands that the ESG path his company has embarked upon not only brings image dividends but also lays the foundation for sustainable business development in the future.
The holding has independently developed and fully implemented the SetlGreen green building standard. In addition to constructing systems within buildings that allow for more efficient and economical use of water, thermal, and electrical energy, Maxim Valerevich Shubarev and his team are implementing ideas to develop the territories where they work. The holding is involved in landscaping, setting up eco-trails, and creating walking areas and playgrounds that meet all modern urban standards.
In April 2023, the company launched the Kind Setl volunteer club, whose participants donate blood, help animal shelters and with various environmental campaigns, and support veterans and the needy.
